We have not yet taken a position on 2D, but we will shortly.  We want to examine the language a little more closely.  While we do support mitigation, we believe strongly that the more critical issue is Clearance Evacuation Times, evacuation planning and modeling, publishing evacuation route maps and over-development.  We do not want this to serve as an diversion from the real life-safety concerns we have.  Mitigation helps protect structures, to some extent, although you could cut every tree down on the west side of the city.  When 65 mph winds hit and billions of embers are flying, the houses are the fuel -- and much more hazardous fuel sources than trees.  Clearance Evacuation Times, evacuation planning and modeling helps protect lives -- public safety.
